Öz

Bu çalışma, dijital beşerî bilimler perspektifinden engelli bireylerin dijital kültürel mirasa erişimini incelemekte ve yeni teknolojilerin sunduğu erişilebilirlik olanaklarını değerlendirmektedir. Görme, işitme, bilişsel, fiziksel ve çoklu engelli bireylerin dijital kültürel mirasa erişimini desteklemek üzere kullanılan açıklanabilir yapay zekâ, üç boyutlu modelleme, sanal ve artırılmış gerçeklik uygulamaları ile işaret dili destekli sistemler başlıca teknoloji alanları olarak analiz edilmektedir. Bu çalışmada nitel içerik analizi ve literatür incelemesi yöntemleri bir arada kullanılmaktadır. Aynı zamanda “Web İçeriği Erişilebilirlik Yönergeleri (WCAG)” ve “Erişilebilir Zengin İnternet Uygulamaları (WAI-ARIA)” gibi uluslararası erişilebilirlik rehberleri, Avrupa Birliği direktifleri ve “Europeana”, “DARIAH”, “Time Machine” vb. açık erişim platformlarının politikaları bağlamında kurumsal uygulamalar değerlendirilmektedir. Bulgular, dijital kültürel mirasın engelli bireyler için erişilebilir hâle gelmesinin, teknolojik dönüşümlerin yanı sıra etik, sosyal ve politik bir dönüşüm sürecini de gerektirdiğini göstermektedir. Bu çerçevede dijital erişilebilirlik politikalarının bütüncül biçimde yapılandırılmasına yönelik çeşitli öneriler sunulmakta; engelli bireylerin bu dijital alanlarda pasif kullanıcılar değil, aktif katılımcılar ve ortak üreticiler olarak konumlandırılması temel hedef olarak vurgulanmaktadır.
