The advancement of technology has changed the nature of information resources and the information needs and information retrieval behavior of users. Libraries need adequate financial resources to keep up with these changes and to meet the information needs of their users. Global and local economic developments, especially the rise in foreign exchange and inflation, force university library managers to use their budgets more effectively and efficiently. Effective budgeting planning and implementation in line with budget management will make it easier for the library to achieve its goals. This study examines how budget management is carried out in foundation university libraries in Ankara. Qualitative research method was used in the study and case study design was preferred to reveal the data. Within the scope of the research, data were collected by interview technique and the data obtained were analyzed by content analysis method. As a result of the research, it was determined that a user-oriented approach was adopted when preparing the library budget, that most of the budget was allocated to the provision of information resources, and that increase in foreign exchange and inflation had negative effects on the budget.
