Abstract

This study is carried out in order to reveal the e-municipality information services provided by the metropolitan municipalities in Turkey as civic literacy. Within the scope of the study, the diversity of the needs and expectations of the individuals constituting the population and target group has been influential in the election of the metropolitan municipalities. What kinds of e-municipal services are offered by the metropolitan municipalities, which headings are used, what different services are provided and descriptive information of services are analyzed through content analysis. Nine metropolitan municipalities were not included in the study, whose web pages could not be accessed for various reasons or there was no “e-municipality” link on the page. The universe consists of 21 metropolitan municipalities. The scope of work, it is intended to provide answers to these questions: What are e-municipality applications of the metropolitan municipalities? How does the information management take place on the websites of metropolitan municipalities? Is it be use civic literacy within the scope of municipal services? There are differences in perception and approach in terms of e-municipal information services and accordingly, qualitative data showing similarities and differences in e-municipal information services are put forward. E-municipal services offered by metropolitan municipalities in Turkey, are found to be correlated with individuals ‘ rights, responsibilities and civic literacy.
